Regulation

1. ORGANIZATION

 

1.1 Retromobil Club România, Club MP-66, in partnership with Tg Mures City Hall, Mures County Council and Scientific Cultural University Tg Mures is organizing the event „Concours D`elegance“ for historic vehicles, which will be held in Medieval Fortress Tg Mures.

1.2 The event will take place between 25-26 May 2018.

2. ADMITTED VEHICLES - REGISTRATION

2.1 Documents, sponsors logos or race numbers are not permitted except for vehicles that participated in sports competitions and have historical relations with them. It is admitted to be mounted on the vehicle the plaque (badge) club of the Participant, but not containing general advertising.

2.2 Entries shall be made by filling the form on  retromures.ro,  stating the following:

- Owner's name

- brand, vehicle model

- fabrication year

- judging fee is borne by the organizers

- minimum 3 photos upload

2.4 At the Elegance Contest can participate any type or car or motorcycle in accordance with paragraph 2.2; vehicles that at the 2017 edition ranked first in the class will not be able to take part in the contest in the winning class, they can only be exhibited outside the contest.

2.5 The registration deadline for the „Concours D`elegance“ for historic vehicles is May 15, 2018.

3. CLASSIFICATION OF VEHICLES

3.1 Depending on the year of manufacture according to F.I.V.A. classification, vehicles fall as follows:

- Class A Ancester - fabrication up to December 31, 1904

- Class B Veteran - fabrication year between January 1, 1905 to December 31, 1918

- Class C Vintage - fabrication year between January 1, 1919 to December 31, 1930

- Class D Post Vintage - fabrication year between January 1, 1931 to December 31, 1945

- Class E Post War - fabrication year between January 1, 1946 to December 31, 1960

- Class F - fabrication year between January 1, 1961 to December 31, 1970

- Class G - manufactured after January 1, 1971 to 1988

3.2 Under this Regulation these classes will be grouped as follows:

3.2.1 ANTEBELICE vehicles, category consisting of A, B, C, D - F.I.V.A. classes:

- pre-war cabriolet group

- pre-war coupe group

- sedan category group (includes «sedenca» variant)

3.2.2 POSTBELICE vehicles, category consisting of E, F, G - F.I.V.A. classes:

- post-war cabriolet group

- post-war coupe group

- sedan post-war group

3.2.3. Competition vehicles, category consisting of A, B, C, D, E, F, G -  F.I.V.A. classes.

3.2.4. Motorcycles, category consisting of A, B, C, D, E, F, G -  F.I.V.A. classes.

3.2.5. Vehicles of Romanian production, consisting of  F, G - F.I.V.A. classes are competing in a distinct class, not scoring for “Best of Show” Award.

If on a group the number of entered cars is less than three, it will merge with one of the other groups (cabrioletócoupe or coupeósedan).

4. ORGANIZATION and DEVELOPMENT

4.1 At the Elegance Contest vehicles will be parked in specially designated areas according to classification in section 3.2.1, 3.2.2,  3.2.3, 3.2.4. and 3.2.5.

4.2 The vehicles will be inspected and assessed by the jury after the announcement of „Concours D`elegance“ for historic vehicles launching. Participants will be present near the vehicle during inspection and answer questions put by jury members.

4.3 The Jury of the Elegance Contest will be composed of 5 members and will have the following structure:

- 1 President of the Jury

- 4 members of the Jury

4.4 President of the Jury coordinates the activity of the jury and presents the results of Elegance Contest. If the score recorded is equal between two or more historical vehicles, the President of the Jury, after consulting the other member of the jury, will decide without appeal, a vehicle to be named as the winner.

4.5 The jury's decision is final and irrevocable, not being admitted objections after official results, except the request for verification of the score calculation.

5. RULES OF ASSESMENT- ARITRATION

5.1 Vehicles will be judged both on their historical, technical and aesthetic interest, of their rarity and authenticity, and based on their sophisticated elegance and style. The jury reserves the right not to admit into the competition cars which are not in full compliance with the above requirements.

5.2 The jury will decide on the award of prizes to any selected historical vehicles, their decision being justified. Before participating in the event, candidates agree to make an inspection of the vehicle by representatives of jury or the organizer.

5.3 Besides the degree of originality, state of preservation and/or restoration quality, the Jury will pay special attention to the following evaluation criteria:

5.3.1 OUTSIDE

5.3.1.1 Body and  reversible roof ...................................................................................... 5 points.

It will be appreciated overall condition, matching elements, joints precision, soft-top roof fabric, doors, annexes, changes in body line, shape, dimensions etc.

5.3.1.2 Decorative elements .................................................................................................... 5 points.  

It will be visually appreciated the nickel, chromium, cadmium plated parts, brass plated, if done correctly, in accordance with the period, gloss, surface, rust, finesse. It will aim in particular front and rear bumpers, window frames, headlights, taillights, etc.

5.3.1.3 Car paint .....................................................................................................................5 points.

It will be visually appreciated the exterior and interior paint, authenticity/originality, condition and originality of glass wipe-seals.

5.3.2 ORIGINALITY

5.3.2.1 Originality ..............................................................................................................25 points.

Originality will be fully appreciated both externally and internally, including mechanics (engine, gearbox, electrical system, cooling system, brake system, steering, etc.).

The jury will decide if the vehicle is completely restored or preserved.

A restored vehicle must be according to the original specification to get maximum points.

5.3.2.2 Written materials, documentation, details of authenticity..........................5 points.

During the examination, participants (or their representatives), may present the Jury documentation on the vehicle or its history, information that you consider important for a proper vehicle evaluation.

It will be appreciated restoration documentation, user book, “heritage certificate”, service manual, vehicle technical books and authenticity elements such as jack, tool kit, spare wheel, air pump, radio, etc.

Unoriginally security features such as the rear-view mirrors, seat belts or fire extinguishers will be allowed provided their installation does not compromise vehicle originality. The jury will penalize colors/color combinations and unusual chrome plating, nickel plating, cadmium plating, or unoriginal metal plating (over-reconditioning).

Replaceable parts such as tires, batteries, spark plugs sheets etc. will be as close as possible to the original.

A preserved vehicle will get maximum points if its original state has been carefully maintained.

5.3.2.3 General appearance and elegance..........................................................................25 points.

It will be appreciated the appearance, interior and exterior form. It will be determined originality, aspects of history, framing and position of the historic vehicle related to the period of production.

5.3.3 MECHANICS

5.3.3.1 Engine and engine compartment.........................................................................5 points.

The engine is started. The engine compartment will be assessed in terms of cleanliness and appearance. It will be assessed the engine elements and annexes. It will be observed oil or water spills, brightness, rust, general condition, functionality.

5.3.3.2 Chassis, axles and transmissions.........................................................................5 points.

Jury will assess the overall condition of the vehicle body, the gearbox, brakes, wheels, suspension, steering, fuel tank.

5.3.3.3 Lights ....................................................................................................................... 5 points.

Jury will check operation and functioning of front and rear lights, brake, signaling, horn.

5.3.4 INSIDE

5.3.4.1 Passenger compartment........................................................................................5 points.

Jury will assess chairs, supplies, board, ceiling, the level of originality/authenticity, condition, functionality and completeness.

5.3.4.2 The material .................................................................................................................5 points.

Jury will evaluate the materials and accessories used, color, surface, appearance and quality (fabric, leather, wood, metal, plastic, etc.). It will assess the state of conservation and originality.

5.3.4.3 Board ......................................................................................................................... 5 points.

Jury will check originality, state of preservation, completeness and functionality of the instrument cluster including the steering wheel.

 

5.4 The objectives of these evaluation criterion are to create a common basis of assessment to all vehicles participating in the contest.

5.5 The evaluation is made on sheets of Arbitration for each vehicle participant.

5.6 The maximum number of points for assessment, regardless of vehicle category is 100 points.

5.7 Convertible vehicles may be exposed convertible and they will swing/mount the roof in closed/open position at the request of the Jury. The jury will ask participants to start the engine. The jury will be allowed to seat inside participating vehicles for a better assessment of the interior.

5.8. For motorcycles jury will adapt evaluation rules accordingly.

6. AWARDING PRIZES

6.1 After seeing historic vehicles entered in the competition, the jury will decide the winner based on the score obtained. President of the Jury will announce the winners and present awards competition.

6.2 Jury and/or sponsor of Elegance Contest may grant special prizes.

6.3 Diplomas/Participation Plaques/Poster will be awarded to each participant.

6.4 Prizes awarded:

- Best of Show

- Audience Award (based on public vote expressed on 13.05. interval from 10.00 to 15.00.)

- Best restored historic vehicle

- Best restored historic vehicle in Tg Mures

- The prize for the greatest distance traveled (on wheels)

- The oldest participant car (where two vehicles are manufactured in the same year the choice belongs to the President of the jury)

- The best preserved historic vehicle (unrestored)

- ANTEBELICE I, II and III  cabriolet

- ANTEBELICE I, II and III coupe

 - ANTEBELICE I, II and III sedan

-  I, II and III POSTBELICE cabriolet

-  I, II and III POSTBELICE coupe

-  I, II and III POSTBELICE sedan

-  I, II and III Competition vehicles

-  I, II and III Moto

-  I, II and III Made in Romania

7. MISCELLANEOUS

7.1 Elegance Contest participants must be dressed as possible in the spirit of the era and the vehicle posed. Because it is a Contest of Elegance, poise throughout the event (including dinner) must be one eminently stylish.

7.2 Transport, accommodation and meals of crews participating in the competition are the responsibility of the organizer. Being a predominantly static event, the method of transport participating vehicles is free to choose, organizer reimburses 10 liters/100 km/car.

7.3 The meal for the 3 days will be worth 200 lei per participant plus festive dinner.

7.4 Historic vehicles participating in the Elegance Contest must be present at Mediaeval Fortress, Friday, May 13, until 13.00 at the latest.

7.5 The award ceremony of the Elegance Contest will be held in the Medieval Fortress, Saturday May 14, starting at 21.00.

7.6 The organizer will provide throughout the duration of the event cars guarding with specialized company and clearly delimited area.

7.7 This Regulation shall be governed by Romanian law, which shall be the exclusive law of  settlement in Romanian courts of law, of any disputes that may arise in connection with these Rules of the Contest.

7.8 In case of force majeure, Retromobil Club Romania reserves the right to modify or cancel the event, notifying participants registered at the event.
